The City of Hinesville placed a boil water advisory over seven locations on its water system on Thursday, Sept. 3, 2026, tied to repair of a water main break on Highway 84.

The city put the break near the Performing Arts Center, a landmark that is itself one of the seven locations named in the notice.

What caused the Hinesville boil water advisory?

Repair of a water main break on U.S. 84, the city said.

The city's stated concern is what the break may have done to the system, not what the break was. It said service may have been interrupted, or pressure in parts of the system pushed down to very low levels.

Where positive water pressure was lost, the city said, there is potential for a health hazard from microbial contamination. That possibility, not a test result, is what the advisory rests on.

What does the advisory tell affected customers to use boiled or bottled water for?

Drinking, cooking and preparing food. The city said customers who had outages or low pressure should be using only boiled tap water or bottled water for those three things.

It also passed along the list of uses the CDC recommends boiled or bottled water for during an advisory: drinking, brushing teeth, washing and preparing food and baby formula, making ice, and drinking water for pets.

The city drew a line around the rest of the house. Clothes washing, dishwashing and other household chores can go on unboiled, it said, when they are done properly.

Why does a loss of water pressure trigger a boil water advisory?

Because the pressure is what keeps everything else out of the pipe. Drinking water mains run under positive pressure, and the Georgia Environmental Protection Division explains in its guidance for these advisories that losing it can open a path for disease-causing microorganisms in the surrounding soil or groundwater to get in.

That mechanism is why the city's notice is written around the areas that lost positive pressure rather than around a contaminant.

The threshold shifts with the cause. For a water main break, the state guidance treats positive pressure as anything above zero — a looser mark than the 20 psi figure it applies to wide-spread pressure loss from a power outage, a pump failure or a system malfunction. Hinesville's is a main break.

What Georgia law governs public water systems and boil water advisories?

Public water systems in Georgia operate under Chapter 391-3-5 of the state administrative rules, titled Safe Drinking Water, administered by EPD's Watershed Protection Branch.

What makes this a precautionary advisory rather than a contamination notice?

Precautionary Boil Water Advisory is EPD's own term for this category, and its guidance says the requirements cover a main break, a loss of pressure, a loss of water or a loss of power — the events that raise a possibility rather than confirm a problem.

Hinesville's abundance-of-caution language lands squarely in that category.

The other track is more serious and looks different on the page. A confirmed finding, such as E. coli in finished water, escalates to a Tier 1 public notice under the federal Public Notification Rule. That is not the posture of Thursday's notice.

How does a Georgia boil water advisory get lifted?

By flushing first and testing second. EPD guidance allows a water system to rescind an advisory on its own, without the division's approval, once a set of conditions is satisfied — and the system is still expected to notify EPD promptly and hand over the results.

The sampling has to be representative. EPD guidance says free chlorine residual measurements and coliform samples must be pulled from enough sites to stand for the whole distribution system, and the number of samples required scales with how many connections the advisory covers.

Hinesville said it will put out additional information once the advisory is lifted. No date, no target and no sample schedule came with the notice.

This is where the Liberty County High School line stops being a detail. State guidance treats schools as a category of their own when a main breaks nearby.

EPD advises water systems to reach out to critical-use facilities near a broken main whenever pressures are running well below normal — schools, day care centers, assisted living facilities, nursing homes, dialysis centers, hospitals and other health care centers.

That is guidance pointed at the utility, not an instruction to the school, and it is standing advice rather than a rule triggered by this particular break.

What the city established Thursday is narrow and worth keeping narrow: the high school is inside the covered area. Nothing about the school's schedule was part of the notice.

Three ran in Georgia in the past three weeks, and the shape repeated each time: a break, a pressure loss, a precaution, then testing.

In Monroe County on Aug. 18, water customers on Collier Road lost service in the morning and the county said a boil water advisory would follow the repair for those same customers.

In Bryan County on Aug. 24, Richmond Hill named seven buildings at Plantation Apartments after a leak repair dropped pressure.

Dublin shows the full arc and how long one can run. A 16-inch main broke on Joiner Street, the advisory covered the entire city, schools closed for two days, and the city lifted it at 5:36 p.m. on Aug. 20 after testing confirmed its system met safety standards.
