What does Georgia law require of a school's safety plan?

Every public school in Georgia has to prepare one. O.C.G.A. § 20-2-1185 says the plan must help curb violence in schools, respond effectively to incidents, address the behavioral health needs of students and provide a safe learning environment.

It also has to cover natural disasters, hazardous materials or radiological accidents, acts of violence and acts of terrorism.

The plan is not written by administrators alone. The statute requires input from students, parents or legal guardians, teachers, community leaders, other school and district employees, and from local law enforcement, juvenile court, fire service, public safety and emergency management agencies.

Seven minimum strategy areas are named. One of them is creating enhanced crisis communications plans and social media strategies — the part of the plan that governs how a school reaches parents and the public when something happens on campus.

The others run to staff training on violence prevention, security and threat assessment; evaluating and refining security measures; updating and exercising emergency preparedness plans; strengthening partnerships with public safety officials; addressing behavioral health needs using guidance from the Department of Behavioral Health and Developmental Disabilities; and developing a behavioral threat assessment and management process.

Plans are reviewed and, if necessary, updated annually. Public school plans go to the local emergency management agency, the local law enforcement agency, the Georgia Emergency Management and Homeland Security Agency and the state behavioral health department for approval.

What is an intruder alert drill under Georgia law?

The statute defines it: a set of procedures designed to familiarize the occupants of a building with ways to protect themselves against potential threats posed by an intruder who possesses, or is suspected of possessing, a weapon.

Every public school in Georgia has to run one by Oct. 1 of each school year, and the district or governing body has to report the completed drill to the state emergency management agency.

All students take part, though a district may give a parent or legal guardian the option to elect in writing that a child sit out.

Separate drills on the execution of the safety plan itself are required at intervals set by state guidance.

The state agency's school safety office traces the annual drill requirement to the Safe Schools Act, passed in April 2023, which also required safety plans to be submitted to the agency for review.

How does this compare with the Rockdale County school lockdown?

Two weeks earlier, two Conyers high schools spent part of a school day locked down.

Rockdale County High School and Heritage High School were placed on lockdown on Aug. 11 after bomb threats. Both lockdowns were lifted, officials said there was no active threat, and one person was taken into custody without being charged.

In Cairo the school's account is different: the notifications went out, and the school says they were a false alarm.
