Fellwood Homes Shooting in Savannah, GA: Bond Denied for All Five Charged

A Chatham County Recorder's Court judge found probable cause to send five cases to a grand jury over the July 25 shooting at a community reunion in West Savannah, and denied bond for every one of them, WTOC reports. Three people were shot and all three survived.

What happened at the Fellwood Homes hearing?

A Chatham County Recorder's Court judge found probable cause this week to bind five people over for prosecution over a shooting at a community reunion at Fellwood Homes in West Savannah, and denied bond for all five, WTOC reports.

All five cases were bound over to a Chatham County grand jury for further prosecution, and the investigation is ongoing.

The defendants are Ja'Quan Cooper, 17; Kaleb Detty, 17; Jamari Fields, 18; Keonte Williams, 19; and Johann Arena-Vasquez, 18. All five have been charged and none has been convicted.

The shooting happened on July 25, 2026, and left three people injured. All three survived.

WTOC says the finding came “this week” and its story is dated Aug. 13, 2026. No calendar date for the hearing itself has been published.

Who has been charged?

The judge's findings are not the same for all five. WTOC reports a separate ruling for each defendant.

Cooper's charge, as WTOC reports it, is not a shooting charge. It is criminal attempt to tamper with evidence. The charge against Arena-Vasquez is party to a crime aggravated assault, a theory of liability under Georgia law that does not require that a person fired anything.

When the arrests were announced, the Savannah Police Department said each of the five had been charged with three counts of aggravated assault. Cooper, Detty, Fields and Williams were arrested on July 31 and Arena-Vasquez on Aug. 1, according to the department's release and WTOC.

The charges covered by “charges as presented” for Kaleb Detty have not been itemized publicly.

What happened at Fellwood Homes on July 25?

Detective Skinner of the Savannah Police Department testified that between 80 and 100 people had gathered for a reunion that evening, WTOC reports.

A ShotSpotter alert at 10:28 p.m. registered two rounds fired from the eastern edge of the area, per that testimony. Witnesses on scene said they believed the sounds were fireworks, and the crowd scattered briefly before regrouping.

A second ShotSpotter alert at 10:35 p.m. registered multiple rounds. Skinner said police were arriving on scene when the second shooting occurred.

Officers from the Northwest Precinct responded to the 1400 block of Fellwood Drive at around 10:30 p.m. on a ShotSpotter report, the Savannah Police Department said in its release announcing the arrests.

Three people were struck by gunfire. Nobody was killed.

Who was shot?

Two of the victims, a woman and a young man, were transported by EMS with gunshot wounds to the legs or lower extremities and possibly one arm, per the testimony WTOC reports.

A third victim sustained more serious injuries to the torso, was taken to Memorial Hospital by private vehicle and underwent multiple surgeries before being released.

The Savannah Police Department describes the three as two adult males and one adult female. Its release says officers located two victims shot in the leg, and that the third was treated at Memorial Health University Medical Center for wounds to his leg, arm and hip.

Skinner testified that investigators found no relationship between the three victims and the five defendants, and that the victims were not able to identify them.

An occupied vehicle and a residence also sustained ballistic damage, per the police release.

None of the three has been publicly identified, and none is named here.

What did the detective testify?

Everything in this section is Detective Skinner's account of the evidence, as reported by WTOC. None of it has been tested at a trial.

Surveillance footage from Fellwood cameras captured the defendants walking together in the area at the time of the shooting, Skinner testified. Video showed Jamari Fields holding a pistol and appearing to look for someone before firing one or two rounds toward a group of people.

Kaleb Detty was seen pulling an AR-style pistol from his person but, according to Skinner, did not appear to fire. Police say Keonte Williams fired one or two rounds before the group fled.

Investigators tracked the group on camera from the shooting back to a white or silver Ford F-150 pickup truck, and video showed Detty placing the AR-style pistol into the bed of the truck. Cooper was not seen with a firearm at the time of the shooting.

Arena-Vasquez was identified as the driver of the truck. Three of the suspects were dropped off on East Park Avenue afterward, and Cooper was picked up separately and taken to Arena-Vasquez's residence in Port Wentworth.

Detectives identified the five using footage from multiple Fellwood cameras, flock system cameras and a video recorded on Arena-Vasquez's phone about two hours before the shooting, along with prior police body-worn camera encounters, Department of Education records and driver's license photographs. The truck was identified through its Georgia license plate.

In that earlier phone video, Fields is seen handling a pistol with a drum magazine and an AR-style pistol, and Arena-Vasquez and Williams are also seen with firearms.

Skinner testified that within 40 minutes of the shooting, Cooper texted Arena-Vasquez instructing him to delete photographs showing the group with money and guns, and that Arena-Vasquez then texted Fields, relaying a message to Detty to delete the photos. The next day, Cooper texted Arena-Vasquez telling him to destroy his phone and saying police were looking for the truck.

In a separate exchange, Arena-Vasquez told Fields “we damaged three,” which Skinner said referred to the three shooting victims.

Two denials sit in the same testimony. Cooper spoke with investigators before any arrest warrants were issued, telling detectives he was in the truck with Arena-Vasquez, that there was a shooting and that they left. He said they had nothing to do with it, and that he had instructed Arena-Vasquez to delete photos of guns and money.

Detty gave a statement after his arrest confirming he was with the group and had an AR-style pistol. He said he did not fire his weapon.

Was a motive described?

WTOC reports that Detty said Fields fired first after spotting someone he said had disrespected his neighborhood or group, and that the person was a member of a rival gang.

That is one defendant's post-arrest statement, relayed by a detective, and it describes someone in the crowd rather than any of the five. No gang charge has been announced, and no agency has publicly designated any of the defendants a gang member.

Who fired the other 30 rounds?

People on the east side of the scene returned fire after the initial shots, accounting for at least 30 additional rounds, Skinner testified.

No one was struck by the return fire, though there was some building damage. Investigators have not identified those who returned fire.

Why was bond denied?

Chief Judge Joe Huffman said the scale of the shooting drove his decision, WTOC reports.

“The fact that only three people were hurt is a godsend,” Huffman said. “This was incredibly dangerous and unacceptable.”

He cited a significant risk of danger to the community in denying bond for Williams, and said the willingness to engage in violence with strangers was central to his ruling on Detty.

“If you're willing to participate and be involved in that kind of acts of violence with strangers you don't even know, you pose a significant risk of danger to the community,” Huffman said.

Where did the shooting happen?

The location carries three names across the published accounts. WTOC's hearing story says Fellwood Homes in West Savannah. Its earlier stories say Fellwood Park. The Savannah Police Department release says the 1400 block of Fellwood Drive.

WTOC reported in July that Fellwood Park stretches from Fellwood Drive to Kenneth Dunham Street, and that witnesses described a community reunion for Sustainable Fellwood residents.

West Savannah lies inside the City of Savannah, in Chatham County, which is why a city police department worked the case. Savannah Police, Chatham County Police and Chatham County Sheriff's Office deputies were at the scene that night.

What does a preliminary hearing decide?

A preliminary hearing, also called a commitment hearing, is a screening step rather than a trial. Georgia law sets out the duty of a court of inquiry at O.C.G.A. § 17-7-23: to determine whether there is sufficient reason to suspect the guilt of the accused, and where probable cause exists, to commit.

It decides whether there is probable cause, whether the case moves forward, and in many cases bond. It does not decide guilt, it does not fix the final charges, and no jury is present.

Georgia also requires that an arrested person be brought before a committing judicial officer within 72 hours of arrest, and that the accused be told when and where the commitment hearing will be held, under O.C.G.A. § 17-4-26.

What does a bond denial mean?

The five stay in custody while the case proceeds, unless another court sets bond later. Georgia courts weigh the risk of flight, danger to the community or to any person or property, the risk of intimidating witnesses, and the risk of committing a felony while released.

A denial is not a finding of guilt and it is not a sentence. A superior court judge can consider bond after an indictment.

Under O.C.G.A. § 17-6-1, a list of serious offenses is bailable only before a judge of the superior court. Whether that provision applies to any of these charges has not been stated publicly.

What happens next?

The cases go to a Chatham County grand jury. A grand jury sits in secret and hears the state's evidence without a defense case being presented, and it returns an indictment or a no bill rather than a verdict.

The prosecutor writes the counts, and an indictment can carry different charges from the ones a lower court bound over. A felony is tried in superior court, not in Recorder's Court.

Under O.C.G.A. § 17-7-50, a person who is arrested and denied bail has the right to have the charges presented to a grand jury within 90 days of confinement. If that does not happen, the statute provides that bail shall be set on application to the court.
