Why researchers say the official count is far too low

Here is the part that rarely makes the evening news. Nobody who studies this believes 633 is the real number.

The AAA Foundation for Traffic Safety, in Drowsy Driving in Fatal Crashes, United States, 2017–2021 (Brian C. Tefft, March 2024), built a statistical model from in-depth crash investigations to estimate driver drowsiness in cases where alertness could not be determined from the report. Its finding: "an estimated 17.6% of all fatal crashes in years 2017–2021 involved a drowsy driver," and over that five-year span "an estimated 29,834 people were killed in crashes that involved drowsy drivers."

The same study notes that NHTSA's police-reported data puts drowsy driving at only 1 to 2 percent of crashes, injuries and deaths, and that figures derived from those reports are "widely regarded as substantial underestimates of the true scope of the problem."

The Governors Highway Safety Association reached a similar conclusion in a 2025 analysis, reporting that "More than 6,300 people died in suspected drowsy driving crashes in 2023 – ten times higher than the 633 deaths officially reported in federal statistics."

An earlier AAA Foundation study, Prevalence of Motor Vehicle Crashes Involving Drowsy Drivers, United States, 2009–2013 (November 2014), found the gap widens as crashes get more serious. Using in-depth investigation data, it estimated drowsy drivers were involved in:

Why the gap? Because there is no test for it. Georgia's own highway safety office says plainly that "the underreporting of drowsy and distracted driving is likely due to a lack of firm evidence during the post-crash investigations." A breath test measures alcohol. Nothing measures how long a driver has been awake.

Which is the honest way to read what Bibb County deputies said on Monday: fatigue got recorded here. In most accidents where it plays a part, the research suggests it never does.

Is drowsy driving illegal in Georgia?

There is no Georgia law that specifically targets drowsy driving by name.

The Governors Highway Safety Association states that "currently only two states, New Jersey and Arkansas, have laws expressly addressing drivers who drive drowsy and subsequently injure or kill someone." Georgia is not one of them.
